Answer: The impact of research is often measured by the number of citations it receives. However, the number of citations is not always a good measure of the impact of a paper. For example, a paper that is cited only a few times, but in very prestigious venues, may have a greater impact than a paper that is cited many times, but in less prestigious venues.
In this paper, we propose a new measure of research impact, called the Relative Citation Ratio (RCR), which is designed to address some of the limitations of the number of citations. The RCR is a field-normalized metric that compares the number of citations received by a paper to the average number of citations received by NIH-funded papers in the same field and year. The RCR is designed to be a measure of the impact of a paper on the scientific community, and not a measure of the importance of the paper to the authors or the importance of the topic to the NIH.
